(Founding principles of the City of Enoch)
One principle is: Equality must be completely achieved first using the law of Universal application and then there should be a continual effort toward greater or increasing freedom. It must come in that order or lasting peace will not and cannot be achieved be achieved.
The idea is that if you have inequality and give greater freedom, then you are magnifying the inequality and the resulting rift will become so great that the society will tear itself apart through civil war.
Few people understand the principle of equality and the principle of freedom, and therefore there is very little hope of Zion spreading without significant education. Very few understand and are willing to allow others the same equal rights to govern their own lives as they see fit. They want to make laws that force people to live according to their own view of morality. They could not live peacefully in Zion or heaven with other people who believed differently than they do.
