The Government confiscated all the church bank accounts and assets including the Salt Lake temple, church buildings, etc. The church was gone. Then Wilford Woodruff had the revelation. (Like a light bulb.) He had the revelation and then pleaded with the government to start over. The Government refused to reinstate the legal entity that Joseph Smith established. It was dead and never came back. The government refused to give back the money they confiscated from the church bank accounts. This put the church in EXTREME debt which later resulted in the change to the doctrine of tithing in which the poor were expected to pay tithing and tithing began to be paid on Gross rather than Interest or increase as instructed in the scriptures. The government did give back the properties which were not sold off, including the temple, and eventually, they reorganized the church as a new entity and changed the church government so that it was different than Joseph Smith had created. One of the changes they made is that the members of the church no longer owned the church and assets of the church in common as equals which meant that everything had to be done in common consent with all the members actually voting with real power. They changed it so that everything is now controlled by the President of the church who has all power and can do whatever he wants regardless of the voice of the members.
