There was an incident back in the "late" seventies wherein a person doing collaborative research for a book was granted access to the First Presidency's vault. This person happened upon information regarding this ordinance, copied it and shared it with those who where thought to be trustworthy. It was widely disseminated and shared without the desired restraint.
The reason that I share the information is not to expose the individual, but, rather, to illustrate that we are in a time when I believe all things shall be made known; that there is nothing hidden that shall not be made known . . . with respect to the Second Endowment. I can say that this individual has repented and, according to my knowledge, is a member of a Stake Presidency as authorized by Elder Bednar. I would further comment, that the same problem that brought Tom Phillips to the point of revealing something that he was charged not to, is responsible for what occurred back then . . . "trusting the arm of flesh" and realizing that "inspiration" is not always Heaven sent, but invoked from others. Certainly, this is what allowed Mark Hoffman a measure of success in his escapades. Hearsay is not a valid source of truth. One has to go directly to the Source.
