I would say there are different degrees of morality. One level is merely respecting others and their natural rights (not stealing, murdering, lying, etc). Another level above that is acting with kindness towards others (helping the poor and needy, and so on). And even higher levels like having true charity. I speculate that an agnostic or atheist could achieve most any degree, however it is the Gospel of Jesus Christ that provides a sure path and motivation in people.
Another way to look at it is that all people are given the light of Christ which is a great gift that can lead people to do much good, but the Holy Ghost can teach a person all things that are right (or in other words moral).
