The process of exaltation is not an easy one. The very first step is faith, because without it we lack the courage to make the right decisions when faced with opposition. Please tell me, if you can, what an atheist has faith in? Without faith, or a belief in a Messiah, how does the atheist pay for his/her sins? When confronted with the spirit world, will the atheist continue to deny God? Will he/she accept a baptism performed in their name? When the atheist accepts God, they can be in His presence, not before.
